NUCA Late-Fine Waiver Ends: What It Means for New Damietta Buyers
The New Urban Communities Authority (NUCA) facilitation period for clients who fell behind on installments for units and land in Egypt's new cities ended on Thursday, 15 October 2026. During that window, late payers could have most of their late-payment fines waived if they settled their arrears in full. City authorities are now asking overdue clients to pay within short deadlines, and warn that allocations may be cancelled. Here is what happened and what it means if you own or are buying in New Damietta.
What exactly ended?
On 8 July 2026, Housing Minister Randa El-Menshawy announced a package approved by the NUCA board. For individual clients, the two key items were:
- A 70% waiver of late fines for anyone who paid all overdue amounts within three months of the announcement.
- A full (100%) waiver of late fines on the final installment if it was paid within the same period.
It covered residential, administrative and professional units, shops, land plots of all types and beach units, plus units whose allocation had been cancelled only for non-payment in 2024, 2025 or 2026, provided the client still held the property and dropped any lawsuits against the authority. Down-payment top-ups, partnership-system land, plots already withdrawn by NUCA and North-West Coast plots were excluded.
According to Cairo 24, the facilitations stopped at the end of Thursday, 15 October.
What city authorities are doing now
Masrawy reported on 16 October that the Badr City Development Authority asked clients with overdue installments to settle within one week of its notice. Otherwise it may take legal action up to cancelling the allocation of the plot, unit or shop under NUCA's real estate regulations. The notice targets clients who missed two consecutive installments, or one installment plus part of another, as well as dues from price or currency differences. That notice came from Badr, but the regulations behind it apply across NUCA cities, including New Damietta. We had not seen a similar published notice from the New Damietta authority at the time of writing.
What this means for buyers in New Damietta
If you hold a NUCA allocation and are behind
The waiver rates no longer apply. Contact the city authority, get an exact statement of what you owe, and settle before it becomes a cancellation case. Ignore rumours of a "new grace period" unless it is officially announced.
If you are buying a resale unit originally allocated by NUCA
- Ask the seller for a recent official statement from the city authority showing paid and remaining installments.
- Confirm there is no cancellation decision or prior warning on the unit.
- Agree in writing who pays any fines or price differences due up to the transfer date.
- Tie part of the price to completing the official transfer at the authority.
If you plan to buy in a new government offering
Treat waivers as exceptional. Budget for the original schedule and keep a cash buffer.
Quick checklist
- Review your receipts and installment schedule.
- Contact the New Damietta city authority through official channels.
- As a buyer, do not close without an official payment-status statement.
- Keep copies of every receipt and notice.
- Consult a lawyer if you receive a cancellation warning.
FAQ
Has the fine waiver been extended?
We found no official extension at the time of writing; available reports say it ended on 15 October 2026.
Does this cover social housing units?
The package applied to NUCA clients. If another body, such as the Social Housing Fund or a lending bank, manages your unit, check with that body.
What if I miss the city authority's deadline?
Based on the Badr notice, legal steps up to cancellation are possible under NUCA rules. Speak to the authority and a lawyer about your case.
